Draft emails can't be moved to scheduled emails - Free Registration Event

We should be able to take a draft email and schedule it. As it is now, you can create a draft email or schedule an email. You should be able to draft an email and then go back and schedule it when you know the date you want it to go out. This functionality was available in version 3.
